Cellular Equipment NBTC Certification

Cellular modules, modems, and terminal equipment sold in Thailand require Class B (Certification) — the highest NBTC approval category. This page covers manufacturers of cellular modules and terminal equipment intended for integration into other products or for direct use as data devices. Base station installation and network infrastructure management are operator responsibilities and are outside the scope of this page.

Who This Page Is For

This page is for overseas manufacturers and importers of cellular telecommunications and RF equipment: cellular modules embedded in devices, USB modems and mobile broadband devices, cellular terminal equipment, and similar products that connect to mobile networks. The applicable NBTC applications cover both user-side terminal equipment and base station / repeater equipment, all of which require Class B certification.

Certification Requirements

All cellular equipment requires Class B certification. The applicable standard depends on the cellular technology. Equipment supporting multiple standards requires compliance with each applicable standard — NBTC issues a single certificate covering all technologies, with the class determined by the highest applicable class (Class B in all cases for cellular equipment).

A single NBTC application covers all cellular standards and bands in the product. NBTC issues one certificate covering all technologies, with the certification class determined by the highest applicable class — Class B in all cases for cellular equipment.

  • LTE and 5G fixed wireless access (FWA) terminals
  • Cellular repeaters for in-building coverage
  • Small cell and femtocell equipment
Base station installation scope: The base station and repeater applications listed above apply to manufacturers of that equipment. Installation and operation of base stations is a network operator responsibility governed by separate licensing requirements and is outside the scope of NBTC equipment certification for manufacturers.

Required Documents

  • Technical specification / datasheet with wireless communication details
  • Product photographs (exterior and label)
  • Test reports from accredited laboratories outside Thailand — RF, Safety, and EMF/SAR as applicable
  • ISO/IEC 17025 accreditation certificate and laboratory scope
  • Authorised declaration (manufacturer or authorised representative)
Class B certification requires a local representative — a Thai juristic person holding a valid NBTC trade license and NBTC Supplier Code — to file on behalf of the overseas manufacturer. Zergo provides this as part of its certification service.
